Quick Evaluation Study of Watershed Projects in the States of Andhra Pradesh, Bihar, Gujarat, Haryana, Himachal Pradesh, J & K, Karnataka, Kerala, Madhya Pradesh, Maharashtra, Manipur, Meghalaya, Orissa, Punjab, Tamil Nadu, Rajasthan, Tripura, Uttar Pradesh and West Bengal -Ministry of Rural Development, Monitoring Division, New Delhi - 1999 –2000

The Ministry of Rural Development (MoRD) entrusted a quick evaluation study of its watershed programmes viz ; Drought Prone Area Programme (DPAP), Integrated Watershed Development Programme (IWDP) and the Desert Development Programme (DDP) to AFC in October, 1999. For this purpose, a field survey was conducted in 53 districts spread in 20 States. The main TORs of the study were to ascertain:

  • The extent to which these programmes are being implemented according to the common guidelines and approach.
  • The extent of the involvement of NGOs in promoting people’s participation in project planning, implementation and sustainable post-project management of the community created.
  • Impact of the programme on ecological balance in the watersheds through sustained community action, creation of additional water resources and reduction of soil erosion, economic development through optimum utilization of natural resources of land, water and vegetation.

Performance of the programmes was evaluated on the basis of four parameters namely; utilization of the financial allocation, water resources development, increase in crop productivity and livestock production and overall impact on the rural economy, the latter being evaluated in terms of the percentage increase in the average income of the households surveyed in the selected watersheds.
