Consultancy for World Bank Assisted Process Monitoring of Andhra Pradesh Rural Poverty Reduction Project – Phase-II (Zone-II) – Society for the Elimination of Rural Poverty, Government of Andhra Pradesh – 2007-08.

This is an ongoing assignment of AFC which commenced in 2007. The Project has multi-sectoral interventions to promote sustainable livelihoods of the poor and vulnerable communities in 500 most backward mandals of Andhra Pradesh. The project seeks to address the primary livelihood concerns of the poor through:

  • Strengthening of institutions;
  • Social and human capacity building, creation of community investment fund;
  • Social risk management and social capital;
  • Provision of educational support for girl child labour and school dropouts;
  • Support to differently abled persons; and
  • Project management, monitoring and evaluation studies.

A comprehensive M &E framework has been set up in order to provide continuous feedback to the project management authority and other stakeholders on the quality of project implementation.

The services required to be provided by AFC were:

  • Quarterly process monitoring and communication of the findings to stakeholders,
  • Submission of quarterly process monitoring reports on each project unit incorporating
    • Major areas of progress;
    • Important process observations;
    • Best practices,
    • Response or reaction of the DPMU to the observations; and
    • Initiate action on plans proposed;
  • Zonal workshops for all DPMUs in the zone and share the major learnings at the end of every quarter.
  • Cooperate with Apex Organisation in improving the process indicators, development of methodology, field testing process monitoring methodology, tools, capacity building, half-yearly review and sharing workshops, monitoring field office work and modifying,refining and synthesizing the reports.
