Quality Control of Civil Works

In recognition of the growth of infrastructure in poverty alleviation, Government of India has taken up massive programme for construction of rural infrastructures under Flagship Programmes. The thrust of XI Five Year Plan has been on social inclusion coupled with provision of improved livelihood opportunities. It is necessary that these works are subject to quality audits by an independent agency to certify that the civil works adhere to quality parameters, cost norms and time schedule. AFC having been associated with MGNREGP (previously NREGS/NFFWP), Comprehensive District Agricultural Plans (CDAP) under RKVY, Sarva Shikshana Abhiyan (SSA), Integrated Child Development Scheme (ICDS), Total Sanitation Campaign (TSC/NGP), Backward Region Grants Fund (BRGF) programmes etc is in a position to offer services for third party supervision monitoring and quality control of civil works of rural infrastructures.

Quality control of Civil works of SSA

Agricultural Finance Corporation has been associated with task of quality control of civil works undertaken in Bihar and Karnataka under Sarva Shikha Abhiyan (SSA), Ministry of Human Resources, Government of India. The SSA, Karnataka, has entrusted the task of Third Party Technical Audit and Quality Assurance of SSA Civil Works of the year 2008-09 in Belgaum Division, Karnataka, consisting of the districts of Belgaum, Dharwad, Bijapur, Bagalkot, Haveri, Uttara Kannada, Gadag. Under the Total Literacy Programme launched by Government of India,  the  main tasks carried out by AFC include:  (i)  monitoring the progress  of  work  and  assessing  the  quality  of  material  and work  carried out  by the SDMCs, which includes physical verification of the works and evaluation of  technical  specifications adhered to in the works; and (ii) ensuring  quality standards  and  reporting deviations  if  any  to the concerned  authorities and to assist the SDMCs to follow the technical guidance.

AFC has also evolved a set of guidelines, training modules and other related tools for assessing the quality of materials as well as work carried out by the contracting firm/s, School Development Management Committee (SDMC) and as well for monitoring. The Technical Audit and Quality Assurance of Civil works to be carried out in Bihar and Karnataka.
